La France, après des années d’hésitation, a finalement décidé de relancer à nouveau le nucléaire, sans doute une excellente nouvelle pour la planète et pour le pays.
Pendant des décennies, le pays a été reconnu comme l’un des meilleurs leaders. Les hésitations politiques conjuguées à la catastrophe japonaise de Fujukima, les difficultés des projets REP en construction d’Olkiluoto en Finlande et de Flamanville en France depuis le début des années 2000 ont mis en attente le développement de nouvelles solutions et la relance du nucléaire
Enfin le besoin d’énergie, et l’acceptabilité sociale en France ont décidé le gouvernement d’Emmanuel Macron à relancer le développement de cette industrie plutôt que d’opter comme l’Allemagne pour le charbon, le gaz, l’éolien et le solaire.
Dans le domaine nucléaire , la France est en retard sur le développement des petits réacteurs modulaires par rapport aux États-Unis et à la Russie. Le pays a préferé les très grands projets PWR, mais le SMR fait désormais partie de l’agenda.
Contrairement au gros réacteur au-dessus de 1000 MW, les SMRs sont construits pour produire de 10 à 300 MW et sont déjà utilisés dans les sous-marins et certaines solutions militaires, mais pas encore pour la production d’électricité pour les villes.
Les avantages de la technologie, liés à sa taille sont évidents : modularité, flexibilité ; standardisation, capacité à être déplacé vers une zone isolée.
L’aspect le plus important est évidemment le confinement et la sûreté du procédé et des matières nucléaires. Là encore la petite taille devrait aider.
Actuellement, ils sont estimés à 70 projets, avec une estimation de 21 GW installés en 2035, soit 3% de la capacité nucléaire mondiale totale.
Les États-Unis ont annoncé récemment qu’ils construiraient en Roumanie 6 petits réacteurs (conçus par NuScale Power, une société d’ingénierie de l’Oregon).
En France, EDF, TechnicAtome, le CEA et Naval Group développent NUWARD, un SMR de 340M associant 2 réacteurs de 170MW.
Nul doute que la combinaison de décennies d’expérience de projets nucléaires, et la capacité des grandes sociétés d’ingénierie à travailler sur des projets complexes aideront la France à revenir dans le développement des SMR. La France est peut-être en retard, mais il ne faut jamais oublier que le Nucléaire est une industrie de long terme.
